Official Language
The concept of official language is ambiguous. Although widely used, neither in Belgium nor in the Netherlands does Dutch have a legal status. There can be at least three interpretations:
as a legal concept; as a working multilingual substitute for a language with a statutory function in public administration; as a language of which the existence or value is recognized by the government.
Officiële taal
Het begrip officiële taal is meerduidig. Hoewel zeer veel gebruikt, heeft het noch in België, noch in Nederland een juridische status. Er kunnen ten minste drie invullingen aan worden gegeven:
als juridisch begrip; als omgangstalig substituut voor een taal met een wettelijke functie in het openbaar bestuur; als taal waarvan het bestaan of de waarde door de overheid wordt erkend.

Working Language
A working language is a language used by convention in a given situation, particularly where the speakers have a different language background, or are multilingual. It may be a language in official situations, such as in education, in the courts, in the municipality, etc. But also in talks for trade or in negotiations, a particular language can be selected.
Voertaal
Een voertaal is een taal die volgens afspraak in een bepaalde situatie wordt gebruikt, met name waar de sprekers een verschillende taalachtergrond hebben, dan wel meertalig zijn. Het kan gaan om een taal in officiële situaties, zoals in het onderwijs, in de rechtbank, in de gemeente enz. Maar ook in besprekingen, voor de handel of in onderhandelingen kan een bepaalde voertaal worden gekozen.
Some countries have two or more languages as official working languages. For example, Belgium has three official languages: Dutch, French and German. In Switzerland there are even four: German, French, Italian and Romansh.
Sommige landen hebben twee of meerdere talen als officiële voertaal. Zo hebben in België drie talen de officiële status: Nederlands, Frans en Duits. In Zwitserland zijn er zelfs vier: Duits, Frans, Italiaans en Reto-Romaans.
The Netherlands Antilles and Suriname’s national language is mainly Dutch, but in most situations, many other languages are used as medium of instruction, trade or in negotiations.
Op de Nederlandse Antillen en in Suriname is de nationale taal voornamelijk het Nederlands, maar in allerlei situaties kunnen vele andere talen als voertaal worden gebruikt.
